Office of Regional Counsel (“ORC”), is accepting applications for an attorney (GS-905-15) to serve as a Team Leader in ORC's Air Branch. This new position is located in EPA’s New York City office. In the New York area, the GS-15 grade level currently has a salary range of $125,600 to $153,200 per year. DUTIES: The incumbent of this position will lead a team of ORC attorneys that is responsible for administrative and judicial enforcement matters arising under the Clean Air Act concerning facilities located in the States of New York and New Jersey and in Puerto Rico and the U.S. Virgin Islands. He or she will provide leadership and guidance to the team members and legal advice and policy recommendations to the Chief of the Air Branch and other EPA Region 2 managers. The Team Leader will work in coordination with and report to the Branch Chief, assist her in the management of the branch, and act for her in her absence. The enforcement work of the team will include such activities as working with the program office to develop and negotiate administrative enforcement cases; drafting administrative compliance orders, notices of violations, complaints and consent agreements; preparing judicial litigation referrals to the Department of Justice (“DOJ”); working closely with DOJ in the drafting of civil complaints and the drafting and negotiation of consent decrees; and assisting in federal court litigation. The Team Leader will oversee this work and be one of the Air Branch’s key liaisons with the relevant Region 2 program offices, EPA Headquarters and DOJ. In addition, as appropriate, the Team Leader may also directly handle individual enforcement cases and either directly handle or oversee specific counseling matters. QUALIFICATIONS: This vacancy is open to all qualified applicants. To qualify, an applicant must be a U.S. citizen, must have a law degree (LL.B. or J.D.) from an accredited law school, and must be admitted to practice before the highest court of a State, the District of Columbia or the Commonwealth of Puerto Rico. Applicants must have substantial experience working as an attorney on Clean Air Act matters. Government candidates also must have served for at least two years at or above the GS-14 level; equivalent military or private law experience may be substituted. Applicants not meeting these requirements will not be considered. In addition, while not required, prior experience supervising or leading other attorneys is preferred, as is experience in conducting environmental enforcement work on behalf of the federal government or other government entity. EPA will not pay relocation expenses. A background security investigation will be required for all new hires. Appointment will be subject to the applicant’s completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.
